if this President really cared about enforcing drug laws he wouldn't redirect thousands of law personnel from drug trafficking to bullying immigrant workers paying taxes.
the personal priority of every extreme policy of this President is related to staying in power and out of potential jail. In this case, the get out of jail free card relies on the assumption he can rally the public around a "war-time President" or even void the entire election during war (like Ukraine did). He risked war by bombing Iran. Iran, wisely, didn't bite. Venezuela is a far more convenient target.
the professional priority of this administration, however, is nothing new. It's the same old story -- steeped in oil. The powers that be, need a regime in Venezuela that is friendly to his associates in the industry.
